The quorum of the Committee is so Mr. Hewetts'

presence is not necessary.

It appears that the Gov. appoints the Standing

Committees in Oct. aeach year. The Gov. can omit

Mr. Hewett next Oct., if the business requiring

the C.J.'s presence still continues.

information the enclosed copy of a letter dated the 3rd.

instant from the Attorney-General. I agree with Mr. Alabaster

in thinking that it is very desirable that His Honour the

Chief Justice should attend the meetings of the Law Committee

of Legislative Council in order to explain the Bills which he

has drafted in connection with the revised edition of the

Hongkong Ordinances now in preparation, and I much regret

that ir. E. A. Hewett should allow his personal antipathy to

Sir F. T. Piggott to influence him in his public capacity as

a Member of Legislative Council.
